O’ZBEKISTONDA MAHALLIY DAVLAT HOKIMIYATI ORGANLARINING SHAKLLANISH VA RIVOJLANISH TARIXI

Abstract

Maqolada O‘zbekistonda mahalliy davlat hokimiyati organlarining shakllanishi va rivojlanish tarixi chuqur tahlil qilinadi. Unda qadimiy davrlardan boshlab, xonliklar, Rossiya imperiyasi, sovet davri va mustaqillikdan keyingi bosqichlargacha bo‘lgan jarayonlar yoritilgan. Shuningdek, mustaqillik yillarida amalga oshirilgan siyosiy, iqtisodiy va huquqiy islohotlar natijasida mahalliy hokimiyat tizimining zamonaviy ko‘rinishga ega bo‘lishi hamda bugungi kunda ularning jamiyat hayotidagi o‘rni alohida tahlil etiladi.

This article provides an in-depth analysis of the formation and development of local government bodies in Uzbekistan. It explores the historical evolution of local administration from ancient times through the periods of khanates, the Russian Empire, the Soviet era, and the years of independence. The article also highlights the political, economic, and legal reforms implemented during independence, which transformed local governance into a more democratic and citizen-oriented system. The current role of local authorities in the social and political life of the country is also examined.

В данной статье подробно рассматривается процесс формирования и развития органов местного государственного управления в Узбекистане. Анализируются исторические этапы — от древних времен, ханств и Российской империи до советского периода и эпохи независимости. Особое внимание уделяется политическим, экономическим и правовым реформам, проведённым в годы независимости, которые способствовали созданию современной, демократической и ориентированной на граждан систему местного управления. Также рассматривается роль органов местной власти в общественной и политической жизни страны.
